Russia, waging a war of aggression, has turned water scarcity into a weapon \u2013 a tool to pressure and destabilize entire regions. Its actions not only violate international humanitarian law but also inflict irreversible damage on the environment, human health, and ecosystems.<\/em><\/p>\n\n\n\n<p>Across the occupied areas of Donetsk, Luhansk, Kherson, Zaporizhzhia regions and Crimea, there is a systemic <a href=\"https:\/\/www.washingtonpost.com\/world\/2025\/08\/04\/ukraine-donetsk-water-shortage-putin\/\">lack of access to safe drinking water<\/a>. In many towns and villages, infrastructure has been destroyed or severely degraded. Water supply systems are nonfunctional, and pumping stations cannot operate without adequate power. People are forced to survive by collecting rainwater, digging wells, or using delivered technical water, which is often unfit for drinking. Nearly 1 million people suffer from water shortages and poor water quality.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">\ud83c\udf0a Crimea and the Kakhovka HPP: An Ecological Tragedy<\/h3>\n\n\n\n<p>A major turning point came in June 2023, when Russia <a href=\"https:\/\/euneighbourseast.eu\/young-european-ambassadors\/blog\/the-destruction-of-the-kakhovka-hydroelectric-power-station-legal-responsibilities\/\">blew up the Kakhovka Hydroelectric Power Plant<\/a>. This act led to the rapid shallowing of the Kakhovka Reservoir, the destruction of a key water source for millions of people and agricultural producers, mass death of fish and wildlife, soil salinization, and a deepening water crisis in Crimea \u2013 despite years of <a href=\"https:\/\/www.atlanticcouncil.org\/in-depth-research-reports\/report\/report-russian-bot-networks-occupied-ukraine\/\">Russian propaganda about \u201crestoring water supply\u201d<\/a> to the peninsula.<\/p>\n\n\n\n<p>The central part of Crimea suffered irreversible damage. Actively developed since the early 20th century, this region flourished after the construction of the North Crimean Canal (Dnieper\u2013Crimean Canal). Thanks to consistent irrigation, the area saw thriving rice cultivation, vegetable farming, fodder crop production, and livestock farming, particularly dairy.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"512\" src=\"https:\/\/austausch.org\/wp-content\/uploads\/2025\/08\/ukrpravda-1920x960-1-1024x512.jpg\" alt=\"\" class=\"wp-image-9558\" srcset=\"https:\/\/austausch.org\/wp-content\/uploads\/2025\/08\/ukrpravda-1920x960-1-1024x512.jpg 1024w, https:\/\/austausch.org\/wp-content\/uploads\/2025\/08\/ukrpravda-1920x960-1-300x150.jpg 300w, https:\/\/austausch.org\/wp-content\/uploads\/2025\/08\/ukrpravda-1920x960-1-768x384.jpg 768w, https:\/\/austausch.org\/wp-content\/uploads\/2025\/08\/ukrpravda-1920x960-1-1536x768.jpg 1536w, https:\/\/austausch.org\/wp-content\/uploads\/2025\/08\/ukrpravda-1920x960-1.jpg 1920w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\"><a href=\"https:\/\/uncg.org.ua\/en\/the-consequences-of-the-russian-terrorist-attack-on-the-kakhovka-hydroelectric-power-station-hps-for-wildlife\/\" data-type=\"link\" data-id=\"https:\/\/uncg.org.ua\/en\/the-consequences-of-the-russian-terrorist-attack-on-the-kakhovka-hydroelectric-power-station-hps-for-wildlife\/\">https:\/\/uncg.org.ua\/<\/a><\/figcaption><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<p>But after water supplies from the Dnipro river were cut off due to the mining of the dam and the destruction of the hydro plant, these sectors ceased to exist. Salinized soils, lack of irrigation, and the loss of arable land have made agriculture in the region ecologically and economically unviable.<\/p>\n\n\n\n<p>Many experts and international organizations recognize this as <a href=\"https:\/\/theconversation.com\/ecocide-is-being-used-as-a-weapon-of-war-in-ukraine-it-should-be-one-of-the-crimes-tried-in-the-international-criminal-court-240267\">ecocide<\/a>: the deliberate destruction of a natural environment shaped over decades through human effort and engineering.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">\ud83e\uddea Unsanitary Conditions and a Threat to Public Health<\/h3>\n\n\n\n<p>By summer 2025, the water supply situation in the occupied areas of Donetsk and Luhansk reached a critical point. According to the official statement by the state utility &#8220;Water of Donbas,&#8221; water is supplied once every three days for just four hours, and in some locations it\u2019s even less frequent \u2013 or completely unavailable. Residents are adapting to the total lack of water. One employee of \u201cWater of Donbas\u201d <a href=\"https:\/\/www.bbc.com\/ukrainian\/articles\/c5yp5pz1yp7o\">told the BBC<\/a>:<\/p>\n\n\n\n<p>\u201cMy neighbor pushes a cart two kilometers to fetch water in a bottle. She wipes food off plates with toilet paper, rinses them lightly, and reuses that water to flush the toilet. We have \u2018zero-waste water use\u2019 \u2014 you boil eggs, wash your hands in the same water, and then use it again in the toilet.\u201d<\/p>\n\n\n\n<p>Water infrastructure \u2013 especially in lower-lying areas of Donetsk \u2013 is too degraded to pump water. And even when water is technically delivered, residents don\u2019t receive it. As one Donetsk resident <a href=\"https:\/\/www.bbc.com\/ukrainian\/articles\/c5yp5pz1yp7o\">told the BBC<\/a>:<\/p>\n\n\n\n<p>\u201cIt\u2019s either not there at all, or it\u2019s murky with sediment. You can\u2019t cook or wash with it. And yet, we\u2019re billed as if it were drinking water.\u201d<\/p>\n\n\n\n<p>Since July 2025, water tariffs have risen, even though people receive no water \u2013 or worse, toxic liquid.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"820\" height=\"473\" src=\"https:\/\/austausch.org\/wp-content\/uploads\/2025\/08\/image-1.png\" alt=\"\" class=\"wp-image-9564\" srcset=\"https:\/\/austausch.org\/wp-content\/uploads\/2025\/08\/image-1.png 820w, https:\/\/austausch.org\/wp-content\/uploads\/2025\/08\/image-1-300x173.png 300w, https:\/\/austausch.org\/wp-content\/uploads\/2025\/08\/image-1-768x443.png 768w\" sizes=\"(max-width: 820px) 100vw, 820px\" \/><figcaption class=\"wp-element-caption\"><a href=\"https:\/\/uatv.ua\/uk\/vody-nemaye-ale-vy-trymajtesya-shho-naspravdi-vidbuvayetsya-z-vodopostachannyam-v-okupovanomu-donetsku-video\/\" data-type=\"link\" data-id=\"https:\/\/uatv.ua\/uk\/vody-nemaye-ale-vy-trymajtesya-shho-naspravdi-vidbuvayetsya-z-vodopostachannyam-v-okupovanomu-donetsku-video\/\">uatv.ua<\/a><\/figcaption><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\">\ud83c\udf0a Exhausted Reservoirs<\/h3>\n\n\n\n<p><a href=\"https:\/\/www.bbc.com\/ukrainian\/articles\/c5yp5pz1yp7o\">BBC analysis<\/a> of satellite imagery confirms that 9 out of 10 major reservoirs in Donetsk Oblast have significantly shrunk. Importantly, 2025 was not an exceptionally hot year \u2013 the average temperature in July was 27\u00b0C. This shows the problem is not just climate-related \u2013 it is systemic.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"819\" height=\"1024\" src=\"https:\/\/austausch.org\/wp-content\/uploads\/2025\/08\/Austausch-13-819x1024.png\" alt=\"\" class=\"wp-image-9567\" srcset=\"https:\/\/austausch.org\/wp-content\/uploads\/2025\/08\/Austausch-13-819x1024.png 819w, https:\/\/austausch.org\/wp-content\/uploads\/2025\/08\/Austausch-13-240x300.png 240w, https:\/\/austausch.org\/wp-content\/uploads\/2025\/08\/Austausch-13-768x960.png 768w, https:\/\/austausch.org\/wp-content\/uploads\/2025\/08\/Austausch-13.png 1080w\" sizes=\"(max-width: 819px) 100vw, 819px\" \/><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<p><a href=\"https:\/\/www.zois-berlin.de\/en\/publications\/zois-spotlight\/archiv-2018\/war-and-water-in-the-donbas\" data-type=\"link\" data-id=\"https:\/\/www.zois-berlin.de\/en\/publications\/zois-spotlight\/archiv-2018\/war-and-water-in-the-donbas\">Previously<\/a>, the Siverskyi Donets\u2013Donbas Canal provided the region\u2019s main water supply. But after the start of Russia\u2019s full-scale invasion in 2022, the canal was completely destroyed. \u201cIt was a unique hydroengineering structure built in the 1950s,\u201d BBC sources say. \u201cIt supplied water to the entire region.\u201d<\/p>\n\n\n\n<p>In 2023, Russia hastily constructed a new pipeline, the <a href=\"https:\/\/www.zois-berlin.de\/en\/publications\/zois-spotlight\/archiv-2018\/war-and-water-in-the-donbas\" data-type=\"link\" data-id=\"https:\/\/www.zois-berlin.de\/en\/publications\/zois-spotlight\/archiv-2018\/war-and-water-in-the-donbas\">Don\u2013Donbas Canal<\/a>, but it failed to deliver the needed water. Built with major violations and widespread corruption, the project is now at the center of criminal investigations. Russia\u2019s Deputy Defense Minister Timur Ivanov is under arrest for embezzlement <a href=\"https:\/\/www.bbc.com\/ukrainian\/articles\/c5yp5pz1yp7o\">linked to the canal\u2019s construction<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">\ud83d\udd01 Simulation Instead of Solutions<\/h3>\n\n\n\n<p>With no viable plan, Russian authorities resort to performative responses: creating \u201cemergency task forces,\u201d adjusting tariffs, and sending water trucks from Moscow. But this is a simulation of care \u2014 not a solution. Without a functioning water pipeline and access to the Siverskyi Donets River, no bureaucratic task force can resolve Donbas\u2019s water crisis.<\/p>\n\n\n\n<p>The water crisis in occupied Donbas is the result of years of neglect, deliberate destruction of Ukrainian infrastructure, and cynical political theater by Russia. It\u2019s a textbook example of how a humanitarian disaster becomes a weapon of war. Millions have been deprived of their basic right to water \u2014 not as a side effect, but as a strategic decision.<\/p>\n\n\n\n<p>Ukraine and the international community must document these acts as crimes against humanity and the environment.
